He is referring to S. 510: FDA Food Safety Modernization Act
Some have said this bill will finish the task of putting all small and medium farmers out of business. Some of the language in the bill is so loosely written and ambigous that it could be understood to not only make it illegal to have a personal garden but make it possible to have your home confiscated for growing vegetables in your backyard.
